New Website Brings Together Vermont’s Rental Housing Codes – Effort to Promote health and safety of rental housing statewide by the VHFA

The Vermont Housing Finance Agency has developed a site as an outgrowth of a study committee chaired by Sarah Carpenter, Executive Director.

“Finally landlords, tenants, and municipalities have one place to look for rental housing codes, instead of searching through several different websites to cobble together what applies to them,” – Sarah Carpenter

This website will provide guidance on the health and safety standards that existing residential rental housing in Vermont must meet. It outlines the legal rights and responsibilities of landlords and tenants throughout the rental process and explains the standards that municipalities and town health officers should enforce when inspecting rental housing.

“We announced to the residents that we had a deal, in principle, on both Wharf Lane and Bobbin Mill and expected to sign purchase and sale contracts early next week,” Paul Dettman, executive director of Burlington Housing Authority told Seven Days.

BHA is working with the Vermont Housing Finance Agency to purchase Wharf Lane and the nearby Bobbin Mill apartments, which is home to more than 100 people — many of them low-income families. [More ...]

QAP public hearing Jan. 19

VHFA is conducting its annual review of the Qualified Allocation Plan (QAP) for Tax Credits, and will  hold a public hearing for feedback next Wednesday.

The QAP determines how VHFA allocates Vermont’s Housing Tax Credits. We estimate we’ll have $2.63 million in 2011-12 credits to allocate.

Next week’s public hearing is a meeting of the Joint Committee on Tax Credits, which is responsible for making recommendations to the VHFA Board of Commissioners on changes to the QAP. It’ll be held at 9:30 a.m. on Jan. 19 at VHFA, 164 Saint Paul St., Burlington.

VHFA expects its Board of Commissioners will act on the Committee’s recommendation at the Board’s Feb. 7 meeting. Allocations made after the Board’s adoption will be made under criteria of the newly-revised QAP.

Since 1987, Housing Credits have made possible the construction and rehabilitation of much-needed rental housing in Vermont that otherwise could not have been accomplished. Thousands of apartments targeted at households earning no more than 60 percent of median income have been created or preserved.

First of VT Census Data Explained

The 2010 Census has released its first set of data. According to the 2010 Census data, Vermont’s total population is 625,741. Vermont’s population grew 2.8% between 2000 and 2010, that’s down from 8.2% the previous decade.

According to Chip Sawyer from the Center of Rural Studies (CRS) at the University of Vermont; these numbers are not much of a surprise, still the data is significant because it continues a trend of a slowing growth rate for the state.

Only six states grew more slowly than Vermont between 2000 and 2010 and Vermont is still the second smallest state in the country behind Wyoming. Vermont will still retain its one seat in the U.S. Congress. County and town population numbers will be released in early 2011 by the Census.

2010 Vermont Statewide Housing Conference a Huge Success!

The Vermont Statewide Housing Conference rang in with a bang on Thursday, November 18. The conference had its highest attendance ever at almost 500 people. This was due in large part to the keynote speaker, HUD Secretary Shaun Donovan. Introduced via video conference hook-up by Senator Bernie Sanders from DC, Donovan gave an impressive and exciting speech about the future of HUD, highlighted efforts to focus on rural initiatives and praised Vermont advocates for their “miraculous combination of skill, talent and dedication.” [More ...]
