Welch seeks to hike funds for homeless

“BRATTLEBORO — When Congress created the Projects for Assistance in Transition from Homelessness, or PATH, program in 1990, small states like Vermont were awarded funding based on a formula that helped them compete with states with larger populations.

The formula is based on the urban population of a state, compared to the urban population of the whole nation.

So a small state like Vermont, which does not have a large urban center, can never compete with larger states.

Since the start of the program, some states have seen their allocations more than double while the payments to the smaller states have been frozen at 1990 levels.

Seven agencies in Vermont, including the Brattleboro Area Drop In Center, receive PATH funding.

Drop In Center Executive Director Melinda Bussino said the level funding has been harder to absorb over the past few years as other funding sources have dried up.

Bussino said the Drop In Center has seen about $30,000 cut from its budget since the first of the year…”
