Voting with Their Feet? Local Economic Conditions and Migration Patterns in New England (538 KB; PDF)
by Alicia Sasser, Senior Economist New England Public Policy Center

This paper examines factors underlying why, after the 2001 recession, the number of people leaving New England exceeded those entering. It examines statistically the relative role of three economic factors—labor market conditions, per capita incomes, and housing affordability—in determining domestic state-to-state migration flows. The author looks at each of the 48 continental states from 1977 through 2006, controlling for demographic characteristics of origin states as well as state-specific amenities, such as climate, culture, and natural features.

The subprime foreclosure crisis has resulted in residential mortgage debt burdens far beyond what borrowers can repay. Many economists have recognized the need to deleverage the American homeowner. The excess mortgage debt is depressing home prices and consumer spending, and acting as a drag on the broader economy. Empirical evidence from mortgage servicer reports to investors show that for the most part, the necessary deleveraging of homeowners is not happening.

CHALLENGES FOR CHANGE: RESULTS FOR VERMONTERS (269 KB; PDF)
Last year the Legislature created the Government Accountability Committee to look at ways to restructure State Government to find savings that could help close the State’s $150 million budget gap for fiscal 2011. House Speaker Shap Smith and Senate President Pro Tem Peter Shumlin tasked the committee with finding $30 million in savings. The Committee met throughout the summer and fall, hiring the consulting firm, Public Strategies Group, to assist in its deliberations. The committee’s Steering Team has issued a report identifying $38 million in savings through a broad restructuring of how the State delivers services to Vermonters. Its recommendations will be incorporated into legislation to be considered by the General Assembly over the next several weeks.
