“MONTPELIER — A Vermont sex offender who spent an extra 1 1/2 years in prison because he could not find a state-approved place to live after his release is finally getting out.
But the dilemma posed by his placement underscores the heightened sensitivity within the Department of Corrections and Vermont communities in dealing with sex offenders since a highly publicized case in 2008 that prompted changes to the law. [More ...]

“Burlington city councilors have backed down from their request of a week ago to have state authorities reexamine a proposed halfway house for 20 newly released convicts on Elmwood Avenue. The city signed an agreement Tuesday allowing the project to move forward.
The City Council last week directed the city attorney to ask the Act 250 District IV Commission to consider the halfway house’s effects on city services. [More ...]

“Four city councilors will try tonight to persuade the full council to delay a proposed halfway house on Elmwood Avenue in the Old North End.
The 20-bed house, operated by the national nonprofit group Phoenix House, would be a controlled transition residence for individuals recovering from substance abuse. The building is owned by the Burlington Housing Authority, which would lease the house to the nonprofit group. Phoenix House runs a similar program in Brattleboro.The new facility has received a Burlington zoning permit and an Act 250 permit, the latter required because of the number of beds. [More ...]
