“The Consolidated Plan for Housing & Community Development contains a certification to affirmatively further fair housing (AFFH) that requires all entitlement communities to undertake fair housing planning. The U.S.
Department of Housing and Urban Development (HUD) suggests that entitlement communities, such as Burlington, conduct fair housing planning at least once every three to five years. Fair housing planning consists of three components: (1) conducting an Analysis of Impediments to Fair Housing Choice, (2) identifying actions to eliminate any identified impediments, and (3) maintaining AFFH records. You may have seen these commercials on TV where landlords unlawfully discriminate against potential tenants. Now while the person you saw in the public service announcement was an actor, agencies in Vermont hire real live people, to visit landlords in person. “Native Texan Alexia Wilson moved to Vermont last month with her 19-month-old grandson. She rented an apartment– sight unseen. After being in the apartment for about a month, the landlord sent her a letter to vacate claiming her child was too loud, after neighbors complained about the noise coming from her apartment.

“She rented to me knowing that I had a child. Now she’s wanting to kick me out because I have a child,” Wilson said.

WCAX News contacted the landlord, Rose Jackson, who resides in Florida.

“In this tight economy, rentals across Vermont are in even more demand than usual with the vacancy rate at less than 1 percent– and apartment scams on the internet seem to be taking hold.

“A month ago, I was still looking and I found a three-bedroom house, $700,” Dennise Demers said, “and it just seemed too good to be true. It was, it was some sort of scam that the guys said it was from Nigeria, and was asking me for more information, and asking for first month’s rent without answering my questions, not having me look at the place.” [More ...]
