DRAFT consultant’s report recommends state agency consolidation / Affordable Housing & Conservation Commission begins agency review

Weidner, Inc., a Texas based consulting group hired by the Douglas Administration to explore the redesign of the state affordable housing delivery system, has delivered a draft report with three major recommendations: (1) merge the VT Housing Finance Agency (VHFA), VT Housing and Conservation Board (VHCB) and VT State Housing Authority (VSHA) into one large new agency, dissolving VHCB and disbursing its conservation functions to existing state agencies; (2) repay loans to affordable housing developments when they mature, except under extraordinary circumstances; and (3) annually review the incomes of all renter households in affordable housing and adjust rents to income-appropriate levels.  Their final report is due on October 13. Affordable Housing for Families and Neighborhoods: The Value of Low-Income Housing Tax Credits in New York City

“Since the late 1980s, the Federal Low-Income Housing Tax Credit (LIHTC) has acted as an engine of affordable housing production, building about 2 million high-quality units that rent for amounts working families can afford to pay. Organizations working to improve conditions in low-income communities have also used the program to revitalize hundreds of once-downtrodden neighborhoods. Drawing on the program’s experience in New York City, this report joins a growing body of technical research examining the tax credit’s value to communities and low-income families nationwide.”

There is a general belief that unaffordable housing could drive businesses away and thus impede job growth. However, there has been little empirical evidence that supports this view.
