Increase in CY2011 Funding Allocation from HUD

Due to an increase in the CY2011 funding allocation from HUD, Vermont State Housing Authority may have the ability to serve an additional, approximate 140 households. VSHA proposes to use this funding to serve displaced individuals and families affected by Hurricane Irene in Vermont. As such, these public notices (available at www.helpingtohouse.org under “Informational Resources”) serve two purposes:

1. Proposal to establish a new Presidentially Declared Disaster Preference.

2. Proposal to open the VSHA Section 8 Housing Choice Voucher waitlist to serve households that are eligible for the Presidentially Declared Disaster Preference.

In addition, it is anticipated that VSHA may be able to serve some additional households, with other preferences, who are already on the VSHA Sect. 8 HCV waitlist.

New Fair Housing Analysis: Rural Fair Housing Complaints and Enforcement

HAC analyzed over 91,000 fair housing complaints in a HUD dataset that includes violations filed with HUD and FHAP agencies from FY98 to FY08. The reasons for complaints are generally similar in urban and rural areas, with disability replacing race during the past five years as the most common basis for complaint. The report includes advice from experienced rural fair housing providers.

Winter 2011 Fair Housing Newsletter

Take a look at CVOEO’s  Winter 2010-2011 Fair Housing Advocate newsletter.

The CVOEO Fair Housing Project works to eradicate housing discrimination in Vermont through education, outreach and enforcement of fair housing laws. The FHP has conducted several studies funded by HUD on fair housing rental and sales practices in Vermont. The FHP advocates for victims of discrimination and conducts screening to help determine whether or not a case has merit and makes appropriate referrals to enforcement agencies. In addition, the FHP has created public awareness campaigns including bus advertisements, radio and televised public service announcements, and educational trainings.

HUD awards $450,000 to two Vermont organizations

“The US Department of Housing and Urban Development has awarded $450,000 to two Vermont organizations to educate the public and combat housing and lending discrimination in the state, one to Champlain Valley Office of Economic Opportunity for $125,000 and the other to Vermont Legal Aid Inc of $325,000. Nationally, HUD awarded more than $40.8 million to 108 fair housing organizations and non-profit agencies in 36 states and the District of Columbia.  This year’s award represents a $13.2 million increase over last year’s award and includes $10 million to fund activities that address lending discrimination, including mortgage rescue scams.
