HUD spending bill for FY 2011 approved by House Subcommittees

“…The Transportation-HUD Subcommittee, meeting July 1, rejected HUD’s proposals to cut or eliminate HOME, Indian housing, Sec. 202, Sec. 811, SHOP, and the Rural Innovation Fund. Those programs continue at 2010 levels. But the panel also declined to fund several new ideas proposed in the President’s budget, including Transforming Rental Assistance, Catalytic Investments, and Capacity Building. Senate Committee Supports USDA Rural Housing Programs for 2011

“July 20, 2010 – The text of the Senate Appropriations Committee’s USDA funding bill for FY 2011 is now available. S. 3606 boosts Section 502 single-family loans and holds most other rural housing programs level. The Committee rejected the Obama Administration’s proposed elimination of USDA’s rural rental preservation demonstration program, known as MPR, and also kept Section 515 rental housing at its FY 2010 level of $69 million. The most significant increase was a doubling of the loan level for Section 502 guaranteed loans to $24 billion. Section 502 direct loans received a modest increase to $1.2 billion, the Administration’s request. [More ...]

Two local housing groups may merge

“SPRINGFIELD – A merger between the Rockingham Area Community Land Trust and the Windham Housing Trust might be in the works.

The town of Springfield has agreed to apply for a $30,000 state grant to be joined with a second $30,000 state grant that Putney is applying for to study the financial and legal implications of merging the two groups. [More ...]

House and Senate Propose Increases to McKinney Funding

“Yesterday, the House Appropriations Committee marked up its fiscal year (FY) 2011 Transportation, Housing, and Urban Development (T-HUD) spending bill. Although the T-HUD Subcommittee proposed funding HUD’s McKinney-Vento Homeless Assistance Grants program at $2.055 billion in FY 2011 (a 10 percent increase over FY 2010), the full Appropriations Committee proposed providing additional funding. Homebuilders less confident in housing market

“WASHINGTON — Homebuilders’ confidence in the housing market has sunk to the lowest level in more than a year, fresh evidence that the economic recovery is slowing.

The National Association of Home Builders said Monday its seasonally adjusted housing market index fell to 14 in July. It was the lowest level since March 2009. June’s index level was revised downward to 16. [More ...]

Vermont seeks to leverage success in weatherization numbers

“WASHINGTON — Vermont leads the nation in meeting goals for weatherizing low-income homes using stimulus funds, and a state official says that merits some special consideration from the federal government. Shaun Donahue, director of the state’s Office of Economic Opportunity, said he’s asked federal energy officials to give unused stimulus weatherization money — assuming there is any once the program ends — to states that meet or exceed their goals.
