“Burlington city councilors have backed down from their request of a week ago to have state authorities reexamine a proposed halfway house for 20 newly released convicts on Elmwood Avenue. The city signed an agreement Tuesday allowing the project to move forward.
The City Council last week directed the city attorney to ask the Act 250 District IV Commission to consider the halfway house’s effects on city services. [More ...]

In this first in the series, we focus on the phenomenon of “doubling up.” Doubling up is defined in this brief as an individual or family living in a housing unit with extended family, friends, and other non-relatives due to economic hardship, earning no more than 125 percent of the federal poverty level. “HUD has released the estimated median family incomes (MFIs) and income limits for Fiscal Year (FY) 2010. MFIs are used as the basis for income limits in several HUD programs (including the Public Housing, Housing Choice Voucher, CDBG, and HOME programs), as well as in programs run by the Department of Agriculture, the Department of Treasury, the Federal Deposit Insurance Corporation, the Federal Housing Finance Agency, and Government Sponsored Enterprises. “HUD released its FY10 estimated median family incomes and income limits on May 14. More than 500 FMR areas (23%), including 158 metropolitan areas, saw their VLI income limits decline from FY09, while 72% saw them increase and the remainder stayed at FY09 levels. “HUD released its strategic plan for FY10-FY15 on May 12, with the agency noting that the plan is intended to “serve as the agency’s roadmap toward accomplishing its mission.” Notably, the plan raises HUD residents to the number-one stakeholder position, elevates the need to create and preserve affordable rental housing to a position as important as homeownership, and frequently refers to the importance of “ensuring choice and opportunity for all people” and a “belief that strong communities are those where equality, inclusivity, and openness are cultivated and protected.” [More ...]
